The Nagarik App serves as a unified digital platform introduced by the Government of Nepal to streamline access to official documents and public services. Through this app, users can view various personal records, including identification documents and academic certificates. It also enables citizens to apply for a range of government services directly from their mobile devices.

The beta version of the app was released on 15 January 2021, with its official launch taking place on 2 May, coinciding with National ICT Day. The app operates under the slogan: With the aid of communication and information technology, public services at your fingertips.” Since its launch, the app has recorded over 800,000 downloads, and the number of integrated services continues to grow.

  • Select the language and click on “Skip and Go to App ” option.

  • Enter your Mobile Number and verify the OTP to proceed.

  • Add the details of Citizenship, Voter ID or Passport.

  • Review the provided details carefully and make any necessary corrections if required.

  • Create a 4-digit PIN code and select ‘Proceed‘ to finalize the registration process.

  • You can use multiple services launched by Govt of Nepal.

The Nagarik App offers a wide range of features designed to simplify access to government services. To enhance identity verification and data security, the app is tightly linked with the user’s mobile SIM card. As of now, it provides access to services grouped under 25 different categories, making it a comprehensive tool for managing various public service needs.

Registering on the Nagarik App begins with entering your mobile number, after which you’ll receive a One-Time Password “OTP” to verify your identity. Once verified, the app prompts you to confirm your identity using any one of the following official documents:

  • Citizenship Certificate
  • Smart Driving License
  • Passport
  • Voter ID Card

The Nagarik App functions as a centralized platform for managing your official identification documents. While your citizenship details are linked by default, other documents need to be connected manually the first time you use the app. Once linked, they can be easily accessed anytime within the app.

Here are the types of legal IDs you can integrate and view through the Nagarik App:

Citizenship Information

Your citizenship certificate is a fundamental document that verifies your legal status as a citizen of Nepal. Once you complete your registration on the Nagarik App, the system automatically retrieves your citizenship information from the Citizenship Information Management System “CIMS” database.

Before finalizing the linkage, the app prompts you to review and confirm the displayed information. If you notice any inaccuracies, you have the option to submit a correction request directly through the app. Once verified, your citizenship details become accessible at any time,although your photograph and fingerprint data are not displayed within the app.

Permanent Account Number (PAN)

The Nagarik App is integrated with the Inland Revenue DepartmentIRD“, enabling users to access verified details of their Permanent Account Number “PAN“. In addition to retrieving your PAN information, the app also allows you to view your personal tax history directly, making it easier to track your financial records in one place.

Driving Licence Integration

The Nagarik App also provides the option to link and view your digital driving licence. Alongside licence details, the app enables you to check any recorded traffic rule violations, offering a convenient way to stay updated on your driving record.

This information is directly retrieved from the Department of Transport Management DoTM“. While you can connect an existing digital licence through the app, it’s important to note that you cannot apply for a new driving licence via the Nagarik App unlike services such as PAN registration.

Voter Card

Your Voter ID is another official document that can be linked through the Nagarik App. The details shown in the app are sourced directly from the records maintained by the Election Commission of Nepal, the authority responsible for managing voter registration and electoral data. This integration ensures that your election related information is both accurate and easily accessible.

In addition to legal identification documents, the Nagarik App also allows users to link and access various personal certificates and records.

Educational Certificates

The Nagarik App allows you to link and access your national level graduation certificates from secondary and higher secondary examinations. This includes certificates for SLC/SEE “School Leaving Certificate or Secondary Education Examination” as well as HSEB/NEB “Higher Secondary Education Board or National Examinations Board” qualifications, providing convenient digital access to your academic credentials.

Health Insurance Integration

The Nagarik App also lets you link your state provided health insurance information, giving you easy access to the services registered under the Health Insurance BoardHIB“.

Electricity 

The Nagarik App enables users to link their Nepal Electricity AuthorityNEA” accounts regardless of whether their name is registered on the meter box. Once linked, you can conveniently view your electricity bills and payment statements directly through the app, making it easier to manage your utility accounts in one place.

Drinking Water Services

The Nagarik App also allows users to link their KUKLKathmandu Upatyaka Khanepani Limited” , which manages drinking water supply in the Kathmandu Valley. Once linked, you can easily access billing information and monitor charges related to your household’s water connection, streamlining utility management through a single platform.

Land Ownership (Malpot) Integration

The Nagarik App also offers a feature to link your land records by entering your 11-character Landowner Identification Number. This service, referred to as Malpot within the app, allows users to conveniently access their land ownership details digitally, eliminating the need for physical visits to the land revenue office.

Fund Contribution Records

Beyond essential personal documents, the Nagarik App also provides access to information about your contributions to various government managed financial funds. You can view your individual records for the following:

  • Citizen Investment Trust “CIT”
  • Social Security Fund “SSF
  • Employees Provident Fund “EPF”
  • This integration helps you track your financial contributions and benefits through a single digital platform.

Just as the Nagarik App allows users to apply for a PAN card, it also provides access to a range of other government services. These include:

Police Clearance Report

You can apply for a Police Clearance Certificate Nepal also known as Police Report Online directly through the Nagarik App, with the application being forwarded to the Nepal Police Headquarters. Once processed, the report can be downloaded directly from the app, eliminating the need for in-person visits.

For domestic use, linking your citizenship is sufficient. However, if the clearance is required for visa or international purposes, your passport must also be linked within the app.

No Objection Certificate (NOC)

The Nagarik App also facilitates the application process for a No Objection CertificateNOC” required for pursuing studies abroad. Users can complete and submit the entire application form for the NOC directly through the app, making the process more streamlined and accessible.

To participate, applicants must first obtain a Lok Sewa Master ID which can be applied for directly through the Nagarik App. If you already have a Master ID, the app also allows you to browse and apply for available government job openings with ease.

Hello Sarkar – Public Grievance Portal

The “Hello Sarkar” feature within the Nagarik App allows citizens to submit complaints or raise concerns regarding public services or governance issues. In addition to filing your own grievances, the app also lets you view complaints submitted by other users, promoting transparency and collective accountability.

Nagarik Pahichaan Dwar (Citizen Identity Gateway)

Among the notable features introduced with the Nagarik App is the Nagarik Pahichaan Dwar, designed to enable banks and other institutions to securely access essential personal information through the app.

In practice, the institution provides a QR code that users scan, allowing the institution to retrieve verified documents such as Voter ID, citizenship profile, mobile number, citizenship details, and passport information. While banks like Nepal Bank and Siddhartha Bank partnered to implement this system, its adoption did not expand as widely as initially anticipated.

The Nagarik App also supports linking a variety of other identification documents, including:

Prime Minister Employment Programme (PMEP)

The Prime Minister Employment ProgrammePMEP” was established to help individuals access job opportunities more efficiently. If you are registered under this programme and possess a PMEP ID, you can conveniently link it to your Nagarik App account for easy access and management.

Press ID

Reporters registered with the Department of Information Broadcasting “DOIB” or the Communication Registration OfficeCRO” in Bagmati can also link their Press ID through the Nagarik App. This feature helps streamline verification and access to official credentials digitally.

Kitab Khana

Kitab Khana serves as the official repository for records of government personnel. Through the Nagarik App, users can link their Personnel Information SystemPIS” account to access their employment details. This system is managed by the Department of National Personnel RecordsCivil“, which ensures that government employees receive their entitled services and pensions efficiently.

Beyond personal documents and services, the Nagarik App also provides access to a variety of other useful information. Having these resources readily available can be highly convenient for managing everyday tasks and staying informed.

My Municipality

This feature offers comprehensive information about municipalities throughout the country. Users can access details such as the number of wards, ward members and their contact information, key locations within the municipality, budget allocations, and more.

Nearby Police Stations

The “Nepal Police” feature in the Nagarik App is designed to help users locate nearby police stations easily.

FOREX

The Nagarik App allows you to check the current foreign exchange rates for the Nepali Rupee against 21 different currencies. Additionally, you can use the built in calculator to determine the equivalent amount based on the latest exchange rates.

Weather Forecast

The Nagarik App also provides daily weather forecasts for 20 locations across Nepal. You can view information such as the expected maximum and minimum temperatures, along with rainfall predictions for each area.

Although the Nagarik App offers numerous features and services, a few of them are currently non-functional or have been discontinued. Examples include:

COVID Vaccination

The Nagarik App introduced a COVID vaccination feature during the pandemic to help streamline vaccination applications and provide official documentation for vaccinated individuals. Since vaccination cards were vital documents at the time, integrating them into the app seemed practical.

However, this feature did not function as intended. Vaccinations were often administered without requiring prior registration through the app, and many users who applied to link their vaccination cards never received confirmation. Even years after the pandemic has subsided, the verification process for vaccination cards remains incomplete, reportedly due to the large volume of applications causing delays.

Vehicle Registration System (VRS)

The Vehicle Registration SystemVRS” was one of the most praised features integrated into the Nagarik App. It allowed users to view and update their vehicle information, check tax details, and most importantly, pay their vehicle tax directly through the app.

Paying vehicle tax in Nepal has traditionally been a time consuming process, often involving long queues. The ability to complete this task via the Nagarik App was seen as a major breakthrough and quickly gained popularity. However, for reasons not publicly explained, the app eventually removed the VRS feature altogether, leaving many users disappointed.

Among its latest and most valuable features is the ability to directly link your National Identity Card with the Nagarik app, making access to personal identification faster, safer, and more efficient.

The Nagarik App is a step forward but falls short in execution. Many features are either non functional or removed, like the popular Vehicle Registration System. For Nepal to truly go digital, the app needs to expand its services, not reduce them.

Credibility remains an issue. Although authorities announced they would accept digital licenses via the app, traffic police still require physical copies. This hesitation persists despite the app sourcing data directly from the Department of Transport Management, including violation records.

Android users can download the Nagarik App from the Google Play Store, while iPhone users can access it via the Apple App Store. The application is available for use with Nepal Telecom and Ncell SIM cards, provided the mobile number is registered under the user’s name. To access services, individuals must submit valid personal identification details, such as citizenship, voter ID, or passport information.

When your personal information is no longer required for the purpose it was collected, reasonable measures will be taken to destroy or permanently de-identify it. However, most personal information is not directly stored within the Nagarik App itself.

Yet, its full potential remains untapped due to inconsistent functionality and hesitant adoption by authorities.
